English enamel counter tray, the basket form painted to the base with a table top covered in a jumble of playing cards, the sides with flower sprays beneath a basketwork upper highlighted in gold.
Probably Bilston (South Staffordshire)

References: ref. English Enamel Boxes p119 for an example, called a quadrille poole or counter tray, after the popular 18th century card game. These trays were sold in sets of five, one for each player and one for the kitty.
