This is a tea scooper. They would use this to get the loose tea from the larger container into the tea boxes or into another container.. I would imagine that is why it is shaped as a tealeaf. It has three crowns as a hall mark but I am uncertain what that denotes. A good piece to use on your coffee table or tea tray. It is seven inches long and 4 1/2 inches wide
