I believe this interesting piece probably dates to the 30's or 40's. It was produced by New Martinsville who really made some beautiful quality figurines and bookends.
This particular figurine was fashioned to represent a tiger. In my opinion it could be any of a number of the large cats, not just a tiger. It is a nice, heavy piece with very good detail and the glass is crystal clear. The base measures 5 7/8" in length and 3" in width while the overall height is approximately 6 1/2". Excellent condition.
