His concerns were capitalising on the achievements of earlier periods, so spent a great deal of his time shoring up defences in far-flung reaches of the empire. This is the main reason for the rudder in the hand of Fortuna (the Roman goddess of fortune), and the cornucopia also in her hands is also known as the horn of plenty: this is symbolic of Rome’s wealth at the time.
