At the time of Christ, Judaea was ruled by a series of Procurators appointed by Rome.
Coponius (6-9 AD); Marcus Ambibulus (9-12 AD) ; Annius Rufus (12 - 15 AD); Valerius Gratus (15-26 AD) and Pontius Pilate (26-36 AD).
Of these five procurators only Annius Rufus did not issue any coinage. The above set of coins includes one from each procurator who issued coinage prior to Pontius Pilate and two issued by Pontius Pilate.
